Three inputs decide the date: the day your details are complete, whether the responsible party holds an SSN or ITIN, and whether the business address sits in a US state. Each one opens or closes routes.
The start date sets the calendar. The SSN answer decides whether the 15-minute online route exists for you at all. The address decides which fax number applies and whether the 267-941-1099 phone line is open to you.

The estimator asks nothing else because nothing else moves the date. Entity type, state of formation, and number of members change the paperwork on Form SS-4 and change no processing window. A Wyoming LLC and a Delaware corporation faxed on the same morning carry the same 4-business-day return.
What counts as a business day for an EIN?
Monday to Friday, excluding US federal holidays. The Office of Personnel Management schedules 11 federal holidays in 2026, and each one that falls inside a count pushes the delivery date one calendar day further out.

Which federal holidays push an EIN date back?
All 11 of them, by 1 calendar day each. A holiday landing on a Saturday is observed the Friday before, and one landing on a Sunday is observed the Monday after, so the closed day moves with it.

Two 2026 dates carry more weight than the rest. Independence Day lands on Saturday, July 4, so Friday, July 3 is the closed day and a fax sent Wednesday, July 1 returns Wednesday, July 8 rather than Tuesday, July 7. Thanksgiving Day sits on Thursday, November 26, so a fax sent Monday, November 23 returns Monday, November 30 rather than Friday, November 27.
The estimator names every holiday it found inside your window, so the arithmetic is checkable rather than trusted. Two holidays inside one window move the date 2 calendar days, and the January 1 and January 19 pair does exactly that to a long count started in December.
What date does the estimator treat as day zero?
The first business day on or after the date you enter. A Saturday entry moves 2 calendar days to Monday, a Sunday entry moves 1, and a federal holiday entry moves to the next working day.
Day zero matters more than any other single number here. Counting from the date you typed rather than from the first working day is the single most common source of a wrong estimate, and it costs 2 calendar days on every weekend submission.
The clock has a second condition on our own route. It starts at filing, and filing waits on complete details. An application missing the exact legal name from the formation document, or missing the responsible party on line 7a, has not reached day zero yet. Time zone is the third condition. The IRS online tool runs 7 a.m. to 10 p.m. Eastern Time and the international line runs 6 a.m. to 11 p.m. Eastern Time, so a founder 8 hours ahead reaches a 3 p.m. Eastern session at 11 p.m. local. The date on the calendar is the Eastern date.

Why does the same route land on different dates?
Because the start weekday decides how many weekends sit inside the count. Four business days spans 4 calendar days from a Monday and 6 calendar days from a Tuesday, Wednesday, Thursday, or Friday.

One lesson runs through the table. A Monday start delivers by fax on Friday, March 6, while a Tuesday start delivers on Monday, March 9: 1 day later into the week costs 3 calendar days on the delivery date, because only the Monday count finishes inside the same working week. A founder with a bank appointment on a fixed date wins more from choosing the submission weekday than from any other single decision.
The weekend rows carry the second lesson. A Saturday submission and a Sunday submission produce the identical delivery date, so the Saturday entry loses 1 calendar day of nothing at all. Both wait for the same Monday.
What date does the estimator give without an SSN?
The fax date, 4 business days from day zero. Form SS-4 line 7b accepts the entry Foreign, so the IRS assigns EINs to responsible parties holding no SSN and no ITIN. The IRS fee stays $0.
Only 1 route of the 5 closes without an SSN. The online EIN Assistant asks the responsible party for an SSN, an ITIN, or an existing EIN, and the session ends without one. The other 4 routes stay open on identical windows, which is why the estimator shows a date on every one of them.
Applying without a Social Security Number
Line 7b of Form SS-4 takes the word Foreign in place of an identity number. The application moves from the online tool to fax: 855-641-6935 for an entity based in a US state, 855-215-1627 for an international applicant. No identity document is filed with Form SS-4, and no passport upload is requested at any step. Why does a second EIN move to another day?
The IRS limits issuance to 1 EIN per responsible party per day, across all 4 of its routes. A second application under the same responsible party moves to the next business day, and a third to the day after.
The limit attaches to the person named on line 7a, not to the entity on line 1. A founder registering 3 holding entities under 1 responsible party reaches 3 separate business days, so the third entity's date sits 2 business days behind the first even when all 3 forms are complete on the same morning.
Naming different responsible parties across the entities removes the stacking, and it changes who the IRS treats as controlling each entity. That is a real consequence rather than a scheduling trick.

When does an estimated EIN date become fully usable?
Immediately for a bank account or a paper return. The IRS states a new EIN takes up to 2 weeks, 14 calendar days, to enter its permanent records, and electronic filing, electronic payment, and TIN matching wait for that.
This is the gap that surprises a 15-minute applicant. The number exists the moment it is assigned, and the IRS systems that validate it against a name control catch up over the following 14 calendar days. A same-day EIN is still 2 weeks from a successful electronic return.
The estimator prints that second date beside the first for exactly this reason. A payroll date, a marketplace verification, or a first federal tax deposit is scheduled against the usable date rather than the issue date.
The name control is the field that fails first during that window. The IRS derives it from the first 4 characters of the legal name, and an electronic filing rejects when the derived value and the IRS record differ. What makes an estimated EIN date slip?
Five causes move a date: a rejected application, a missing return fax number, an incomplete Form SS-4, a second EIN under the same responsible party, and counting from a weekend instead of a business day.
The application is rejected and restarts the count. A rejection returns the form and resets day zero to the day the correction is complete. The most frequent cause is a legal name that differs from the formation document by a comma or an abbreviation.
The fax carries no return fax number. The IRS returns a faxed EIN by fax within 4 business days only when the form lists a fax number to reply to. Without one, the reply travels by mail on the 4-week window, which is 5 times longer.
Form SS-4 arrives incomplete. A blank line 7a, a blank line 7b, or a missing reason for applying on line 10 stops processing. Nothing about the window changed, and day zero has not started.
A second entity shares the responsible party. The 1-per-day limit pushes the second application to the next business day. Three entities under 1 responsible party finish 2 business days apart from first to last.
The count starts on a non-business day. Counting 4 business days from a Saturday rather than from the following Monday reports a date 2 calendar days early. Federal holidays produce the same error, 1 calendar day at a time.
Four of the 5 causes are decided before the form is sent. That is the practical value of an estimate: it turns a window into a date you can check the inputs against, one field at a time.
